Set how long this organization's conversation data and personal data are
kept, in days, from 0 (store nothing identifiable) to 3650. Use when the
organization's retention policy changes. Owner/admin only. Required and
never null: no window is unending. Takes effect on the next nightly purge.

Set the window, over the API: a number of days from `0` to
`MAX_RETENTION_DAYS`, required. `null` is not a window (`data-retention.md`
rules 1-2, #769); a client wanting the maximum writes it.
